The International Association of Schools and Institutes of Administration (IASIA) held its first ever event in Qatar in partnership with the Doha Institute for Graduate Studies. IASIA has been holding regional seminars to explore new public administration realities in regions where its presence has been minimal or for new topics that could shape the reality of public administration theory and practice. This year, two such regional seminars were programmed: one in Lithuania in partnership with the Kaunas University of Technology and the second in Doha.

The overarching theme of the event was on HR capacitation for achieving national development agendas. This is all the more relevant to Qatar as it strives to ready itself for the World Cup 2023 and further realize its ambitious vision 2030. HR capacitation for development is important everywhere but more so in countries like Qatar which depend significantly on imported labor. This major theme was further subdivided into sub-themes on localization of the workforce, leadership, public-private partnership and the knowledge economy. The idea was to survey the different contexts for HR capacity building and not to go in-depth into any one of them.

The event attracted a local audience from the Doha Institute and elsewhere in Qatar including from the public sector, as well as a captive IASIA audience that has a keen interest in issues of HR capacitation in developing contexts. One such participation is from the Chinese National Academy of Governance whose Vice-President outlined their capacity building strategy in support of the Belt & Road Initiative, China’s premier vehicle for international development. Participants from Asia, Africa, Eastern Europe, and the Middle East formed the bulk of international participants.

As customary with this type of initiatives, IASIA tried to develop collaborations around HR topics at the level of both practice and research. The presence of scholars and high-level officials from other countries will hopefully contribute to this. In this respect, DG Sahraoui met with the Director General of the Doha Institute, Prof. Azmi Beshara, and discussed avenues of collaboration including on accreditation and open access publishing. The meeting was attended by Dr. Tamer Qarmout, member of IIAS PRAC and member of the organizing committee as well as Prof. Fawzi Mansouri, Dean of the School of Public Administration and Developmental Economics (SPADE), Dr. Hind Meftah, DI Administrator, and Prof. Farid Al-Sahn, Director of the MPA at SPADE and Chair of the conference organizing committee.

Steve Troupin, IIAS Executive Secretary, represented the International Institute of Administrative Sciences at the 40th Roundtable Conference of the African Association for Public Administration and Management (AAPAM). The Conference took place in Nile Ritz Carlton hotel in Cairo, Egypt, on 3-6 December 2023.

AAPAM is committed to supporting the implementation of the SDGs 2030 and African Union 2063 agenda. Therefore, after a strong emphasis put on leadership during the last years, AAPAM initiated a new cycle, focusing on the theme of “Transforming Institutions for Sustainable Development”. It gathered about 600 delegates, mainly civil servants, from all over Africa.

The IIAS is a partner of AAPAM. As such, Steve Troupin delivered a message of solidarity in the opening ceremony announcing a more inclusive and service-oriented IIAS at the dawn of its 90th anniversary. He was also rapporteur of the sessions of the joint AAPAM-IIAS Taskforce for Public Administration Research on Governance Systems in Africa held during the IIAS-Lien 2023 Conference.

The climax of the Conference was reached during the gala dinner, held in Salah Ad-Din’s Well, when the AAPAM Innovation Awards were granted, the Gold Medal going to Uganda for the “Stop Underage Daughters Marriage” project.

The joint work of public and private sectors was at the center of discussions during an event co-organized by the International Institute of Administrative Sciences (IIAS) and the European Training Foundation (ETF) on 4-5 December 2023 at the IIAS Headquarters in Brussels.

The event focused on the results of the ETF study on Public-Private Partnerships (PPP) for Skills Development. The study has encompassed a review of the PPP concept and of 23 cases of PPPs for skills development in 14 countries. The case studies were selected based on their diversity, to show the many ways PPPs can be in practice, and to assess whether the different traditions of public-private cooperation did matter.

A total of 45 people attended the meeting – representatives from Jordan, Kazakhstan, Serbia and Ukraine together with academic experts and practitioners from the EU Member States, European Commission, the KfW, EBRD and OECD.

The participants found that the study was unprecedented; there are no other studies in this field. They appreciated the quality and depth of the analysis and there were also proposals for continuation with additional analysis. In fact, this was an exploratory study, which many speakers indicated as a baseline and reference for future research.

In 2023, the ETF will disseminate the PPP for skills development study:

• at country level in Kazakhstan and at regional level in the western Balkans
• online via Open space to create the opportunity for further exchange on the topic and on the practices.

Moreover, when relevant, the ETF and IIAS will take advantage of the IIAS network conferences. The new ETF initiatives will integrate the PPP concept and study conclusions into their work, notably the Creating New Learning and the Centres of Vocational Excellence initiatives.

The European Group for Public Administration (EGPA) and the European Public Administration Network (EUPAN) have agreed on further developing their cooperation. A Memorandum of Understanding was signed at the EUPAN DG Meeting in Helsinki, Finland on 28 November 2023, identifying two key areas of collaboration:

• Scientific support to the development of the work program of EUPAN: EGPA makes its expertise through its Permanent Study Groups available to EUPAN for the development of its work program, whereas EUPAN makes the evidence collected in the execution of the work program available to the relevant Permanent Study Group for research development purposes.

IIAS President and Director General of IIAS attended the fourth MENAPAR conference in Ifrane, Morocco, 28-31 October 2023. The theme of the conference was “Public Administration Research and South-South Cooperation for the achievement of the Sustainable Development Goals in the Arab Region”. During this year’s MENAPAR’s conference, 76 paying delegates attended, which is lower than previous conferences. The remote location of Ifrane contributed to this.

As customary with the MENAPAR, a pre-conference event on best practices in Arab public administration was held during the first 2 days. This year, the MENAPAR started giving an award to the best “Best Practice.” A committee of experts was set-up to make the final selection. The rest of the program consisted of parallel sessions on the conference theme plus 2 plenaries, the first on the conference theme and the second facilitated by the European Training Foundation on the “role of civil society in VET strategies.” An Italian delegation led by Prof. Marco Meneguzzo, from the University of Rome, Tor Vergata presented on the next EUROMENA Dialogue (EGPA-MENAPAR Dialogue) which will be held in September 2023 in Rome. On the Governance front, the Steering Committee of the MENAPAR met to elect a new Board. The National School of Administration of Tunisia and the Institute of Public Administration of Oman did not seek a new term. They were replaced with Al-Akhawayn University and the African Local Governance Academy, both from Morocco. Moreover, the International Institute of Administrative Sciences (IIAS) is no longer member of the Board as this was done to enable registration of the MENAPAR in Belgium. The new Steering Committee is hence composed of the following:

• Universite of M’Sila (Algeria)
• African Local Governance Academy (Morocco)
• Al-Akhawayn University (Morocco)
• National Higher School of Administration, ENSA (Morocco)
• Institute of Public Administration (Bahrain)
• General Personnel Council (Palestine)
• Arab Governance Institute (Tunisia)

MENAPAR incumbent President, Dr. Raed BenShams, who has become IIAS President in the meantime, indicated that he will not seek a new term anymore. However, he will remain in his post until February 2023 to give time for a nomination process to take place. So did Sofiane SAHRAOUI, MENAPAR Executive Coordinator and Research Director, who resigned his position as Executive Coordinator and was replaced by Ms. Batoul Bendi Mrad. A new Research Director is yet to be found to replace Prof. Sahraoui.

IIAS DG attended the NASPAA Conference in Los Angeles, California on 16-19 October 2023. This year’s conference coincided with the celebration of NASPAA’s 50th anniversary. NASPAA has grown as a leading provider of accreditation services to public administration programs primarily in the US but has started expanding worldwide, de-facto competing with ICAPA, IIAS/IASIA accrediting arm worldwide.
